Yes. Most DVLA forms are free to download as PDFs from GOV.UK or from this site. You only pay when you submit the form, and not all forms carry a fee. For example, the V62 form costs nothing to obtain but carries a £25 fee when sent to DVLA for a replacement log book. The D1 and D2 driving licence forms must be collected from a Post Office as they are printed on special paper.
Yes. Most DVLA PDFs are fillable on screen. Complete each field digitally, then print and sign with a pen before posting. Leave the signature box blank on screen and sign by hand once printed. DVLA does not accept digital signatures on posted applications. The D1 and D2 must be obtained from the Post Office and cannot be printed at home.
The D1 and D2 driving licence application forms must be collected from a Post Office because they are printed on special paper with a unique barcode. The V62, V890 SORN, and V11 tax renewal forms are also available from Post Office branches that handle vehicle tax, though these can also be downloaded and printed.
The seller fills in section 6 of the V5C logbook and hands the new keeper supplement (green slip, V5C/2) to the buyer. The seller posts the completed V5C to DVLA. The buyer keeps the green slip as proof of ownership while waiting for a new V5C, which DVLA normally issues within four weeks.
